Robert M. LaBella
Mr. La Bella is the President/Chief Operating Officer of Minerva Engineering; Alternating
Chairman of the Board of Directors, Manager of Minerva’s National Systems Business
Area and is the Manager of Minerva's Intelligence and Defense Systems Group located
in Linthicum, MD. Mr. La Bella founded Minerva Engineering in 1997 and has been
a key member of the company executive management over that entire period performing
all the roles required to operate a multi-million dollar engineering services company.
He is directly responsible for the management of all Minerva Engineering programmatic,
contractual and operational relationships with customers in all Minerva Engineering’s
business areas and all national offices.
Mr. La Bella has been managing programs in the DoD and Intelligence Community for
more than 15 years and has been responsible for organizing, directing and coordinating
planning and execution of all Minerva Engineering program/technical support.
Mr. La Bella has more than twenty two years experience in developing, managing and
performing systems engineering, developmental and operational testing functions
in support of both large and small scale Intelligence Data Management, C4ISR and
space systems and has been recognized as a leadership source for systems engineering
techniques and practice. He has been published in several forums including the International
Commission on Systems Engineering (INCOSE) and the International Test Engineers
Association (ITEA).
His background and knowledge encompasses a diverse collection of programs including
Intelligence Data Management systems, C4ISR systems and components, various space
systems, Directed Energy Weapons (DEW), Exoatmospheric/ Endoatmospheric Interceptors,
Space Based Interceptors and Low Earth Orbit platforms.
