Minerva Engineering Awarded a US Navy Space and Naval Warfare Center (SPAWAR) Prime Contract for Software Development Oversight to the Multi-User Objective System (MUOS) Program

Minerva Engineering announced today that it has been awarded a SeaPort-e Task Order N00178-06-D-4815-NS01 for the provision of PEO Space Systems and PMW-146 Engineering Support Services under SeaPort-e Solicitation (N00024-07-R-3147-2). This task order is a follow-on to contract N00039-05-C-0024. Minerva Engineering is joined on this effort by subcontractor LinQuest corporation.

The scope of work focuses on providing support to the Program Executive Office Space Systems PEO/SS and PMW-146 Software Development Oversight (SDO) of the General Dynamics C4 Systems MUOS Ground Segment Software (part of the LMCO MUOS program for USN SPAWAR). This work includes oversight of software design, development, test, and engineering, Independent Verification and Validation, and conducting audits of software development activities.

Minerva Engineering provides SDO and system engineering and technical assistance (SETA) support for all of the ground segment portion of the MUOS program (satellite control, core network, radio network, user equipment, and network management IPTs). The primary goal of this activity is risk identification and reduction for program software development.

Dan Ownby, Minerva Engineering’s Director of Operations and manager of the MUOS SDO program said "We are very happy to have won this set-aside for Service-Disabled Veteran-Owned Small Businesses. It allows us to continue the fine work we have accomplished to date on the MUOS program which has been contributing significantly to overall risk reduction on the program".

Support to the MUOS program is provided under a Cost-Plus Award Fee (CPAF) contract. To date, Minerva Engineering's award fees have all been at 94% or higher including this quarter’s 100% award fee. Mr. Ownby added "Minerva Engineering and our teammate, LinQuest Corporation, have been working very hard to ensure that we are providing the absolute best service to our SPAWAR customer and have spent a considerable amount of time examining cost, schedule and performance management on this contract to look for ways to introduce innovative approaches that contribute to the overall risk reduction efforts".
