Don Holmes

Chief Executive Officer

"It’s said that if you love your work it’s not really work. That’s how I feel every day when I walk in the door at Minerva – it just doesn’t feel like work. The people that make up this company are fantastic and I enjoy working with them every day. My primary role is ensuring that they have everything they need to provide the best possible products and services to our customers in support of missions critical to national security." 

Don, a former US Air Force Officer, is Minerva’s Chief Executive Officer and Alternating Chairman of the Board of Directors. Don has been engaged in extensive hands-on engineering and management for over twenty-five years with the majority of those years involving direct experience specifying, developing, and/or maintaining large-scale commercial and military space and telecommunication systems. Don has a bachelor’s degree in Computer Science, a master’s certificate in Project Management and is a certified Project Management Professional.


Robert La Bella

President & COO

"When I started Minerva Engineering, I wanted to create a company where people wanted to work and that other organizations would want to be associated with. This meant that we needed to create a set of guiding principles that acted as a statement of how we would conduct ourselves to make that vision happen. After 22 years of being in business, I believe those principles have served us well in creating that type of company. "

Robert is the founder of Minerva Engineering and is the President and Alternating Chairman of the Board of Directors.  Robert has been managing programs in the DoD and Intelligence Community for more than 25  years developing, managing and performing systems engineering, developmental and operational testing in support of information systems, cybersecurity systems and space systems. Robert has a bachelor’s degree in Physics, a master’s certificate in Project Management, is a certified Project Management Professional and has published articles in journals of the International Test and Evaluation Association (ITEA) and the International Commission on Systems Engineering (INCOSE).


Julie Chavez

Chief Financial Officer

“Staying agile and versatile is key when you wear many hats.  I enjoy the diversity and challenge of my job and it is great to be part of the Minerva!”

As Minerva Engineering’s Chief Financial Officer, Julie is responsible for overseeing all financial aspects of the company and ensuring all the details appear seamless. Julie has over 18 years of experience, a bachelor's in Business, master's in Business Administration and a master's in Management Information Systems.


Bill Prantl

Vice President of Operations

"I am often the primary interface between the customer and our program operations, working to remove roadblocks that limit our ability to be successful for our customers. The role I play offers me a great chance to creatively solve problems and create win-win solutions.

Bill oversees the daily operations of all of Minerva’s programs and facilities. He has over 35 years of experience managing people, is a proud graduate of the United States Military Academy at West Point, NY, retired from the US Army after 21 years of service, and is a certified Project Management Professional.


David Neville

Vice President of Business Development

"I spend much of my time developing relationships with customers and with our partners to find solutions that provide the best value to our customers.  I'm not completely satisfied unless they are."

David has more than 35 years of experience developing and capturing business in the Intelligence Community.  He is very skilled at increasing the effectiveness and scope of our bid and proposal process. David has a bachelor's degree in Management.
